May, President of The Free State Foundation, a distinguished leader in Communications and Administrative Law will speak at the upcoming teleconference on “Universal Service” scheduled for October 5, 2006 at 10:00 am to 12:00 pm (EDT). May, President of The Free State Foundation, a distinguished leader in Communications and Administrative Law will speak at the upcoming teleconference on “Universal Service” scheduled for October 5, 2006 at 10:00 am to 12:00 pm (EDT). The 1996 Act mandates that all providers of telecom services contribute to the Federal Universal Service fund. The challenge is, with the tectonic shift underway in the telecommunications industry, it has become increasingly difficult to decide who should contribute and how much.

The Global Knowledge Congress has assembled a fair and balanced panel to help analyze this issue and provide the latest updates.

About Randolph J. May

RANDOLPH J. MAY is President of The Free State Foundation and he is also a Senior Fellow. Prior to founding The Free State Foundation, he served as a Senior Fellow and Director of Communications Policy Studies from October 1999-May 2006. From 1978 to 1981, Mr. May served as Assistant General Counsel and Associate General Counsel at the Federal Communication Commission, and he subsequently practiced communications and administrative law. He has held numerous leadership positions in bar associations, and he is immediate past Chair of the American Bar Association’s Section of Administrative Law and Regulatory Practice. Mr. May also was a Public Member of the Administrative Conference of the United States. He writes on regulatory affairs for the National Law Journal. In addition, he is the co-editor of two books on communications law and policy, and he has published more than eighty articles and essays on communications, administrative and constitutional law topics. Mr. May is an adjunct professor of law at George Mason University School of Law. He received his A.B. from Duke University and his J.D. from Duke Law School, where he serves as a member of the Board of Visitors. He has a long list of publications in the legal and public policy fields.
