Dr. Adam W. Herbert, Jr., President and Professor Emeritus of Indiana University, joins the Michael L. Buckner Law Firm Education Practice as a Senior Education Consultant. Dr. Herbert's 40 years of experience in higher education and intercollegiate athletics will assist clients with addressing accreditation, institutional control, compliance, ethics, integrity, internal investigation and NCAA enforcement issues.

Herbert, Jr., President and Professor Emeritus of Indiana University, joined the law firm as a Senior Education Consultant. Dr. Herbert will add to the law firm’s network of professionals in the Education Practice, which assists secondary schools, colleges, universities and educational organizations with addressing accreditation, institutional control, compliance, ethics, integrity, internal investigation and NCAA enforcement issues. Dr. Herbert will use his vast experience to help education clients develop solutions to strategic, administrative and athletics challenges.
Dr. Herbert has a long and distinguished career in higher education. Currently, Dr. Herbert is President and Professor Emeritus of Indiana University. He was professor of public administration in the School of Public and Environmental Affairs and professor of political science in the College of Arts and Sciences on the Bloomington campus. He served as the 17th President of Indiana University.
Dr. Herbert joined the IU community from the University of North Florida, where he was Regents Professor and founding executive director of The Florida Center for Public Policy and Leadership. He served as president of the university from 1989-1998. From that position he was appointed as the sixth chancellor of the State University System of Florida, the second-largest university system in America.
President Herbert has held academic and administrative appointments at the University of North Florida; Florida International University, where he was dean of the School of Public Affairs and Services and vice president (chief academic and administrative officer) of the North Miami Campus; the University of Southern California; and Virginia Polytechnic Institute and State University (Virginia Tech).
Adam Herbert's career illustrates his strong commitment to public service. In 1974, he was selected as one of 15 White House Fellows and served as special assistant to the U.S. Secretary of Health, Education and Welfare. Following the fellowship year he served as special assistant to the U.S. Undersecretary of Housing and Urban Development. Subsequently, he became director of research for the Joint Center for Political Studies in Washington, DC.
In Florida, he was chairman of the Jacksonville regional Chamber of Commerce. He was appointed by the Speaker of the House to serve on the Taxation and Budget Reform Commission. He also has served as a Florida Commissioner on the Education Commission of States and was a member of the Florida Federal Judicial Nominating Commission. In 1998, Governor-Elect Jeb Bush selected Dr. Herbert to lead his transition team. In 2002, he served as co-chair of Governor Bush's Reading Priority Transition Team.
In Indiana his public service activities included service on the Educational Roundtable, the Board of Directors for the State Chamber of Commerce, the Central Indiana Corporate Partnership, the board of directors for Clarian Health Partners and BioCrossroads. He also was appointed by Governor Mitch Daniels to serve on the Indiana Commission on Local Government Reform. In recognition of his service to the State of Indiana, two Governors have awarded him one of the state’s highest public service honors -- the Sagamore of the Wabash.
Dr. Herbert has held a number of national leadership positions as well. He is a member of the National Academy of Public Administration (NAPA) and has served two terms as a member of its board of trustees. He served as president of the National Association of Schools of Public Affairs and Administration and chairman of its Commission on Peer Review and Accreditation. He also was a member of the Board of Directors of the American Association of State Colleges and Universities (AASCU).
In the area of intercollegiate athletics, he has served on the presidential governing boards of the Big Ten, Peach Belt and Sunshine State Conferences. He was a member of the Knight Foundation Commission on Intercollegiate Athletics. He also was a member of the NCAA Presidents Commission. He chaired the Division II Subcommittee and was a member of the Presidents Commission Executive Committee. He served as Chairman of the Division II Presidents Council Transition Team. Following the restructuring of the NCAA, he served as the first chair of the Division II Presidents Council and was a member of the NCAA Executive Committee. He also served as Vice Chairman of the Association of State Colleges and Universities Committee on Intercollegiate Athletics.
Born in Muskogee, Oklahoma, Adam Herbert earned a Bachelor of Arts degree in political science and a Master of Public Administration degree from the University of Southern California. He earned his Doctor of Philosophy degree in urban affairs and public administration from the University of Pittsburgh.
