Outlier Planning Awarded Contract with the City of Sebastian
The Sebastian City Council has awarded Outlier Planning a contract to prepare the City's Evaluation and Appraisal Report (EAR) of its comprehensive plan, and to prepare a new Economic Development Element to the comprehensive plan.
Sebastian, FL, March 14, 2010 --(PR.com)-- The Sebastian City Council voted unanimously last night to award a contract to Outlier Planning to prepare the City’s Evaluation and Appraisal Report (EAR) of it comprehensive plan, as well as a new Economic Development Element to the plan. The EAR is required by statute for all municipalities and counties in Florida, and is conducted every seven years. Updated data and analysis will be used not only to gauge the effectiveness of the City’s existing growth policies, but also to recommend changes to the comprehensive plan to most effectively manage growth and change in the coming years.
Outlier Planning was chosen, upon recommendation by City Staff, over fourteen other firms who submitted proposals in response to an advertised public bid. Both Council members and City Staff members commented during the hearing that they were impressed at the competitive price, flat rate guarantee and offer to self-impose a financial penalty if the EAR is not approved by the State on the first try. Outlier is a brand new player in the planning consultant market, and one that is determined to shake things up. “There is a lot of room for improvement in this industry, in terms of better service for clients, willingness to push the envelope in innovation and improving cost and resource efficiency,” said Outlier founder and firm Principal Brandon Schaad, AICP, LEED AP. “Our aim is nothing short of the transformation of urban planning consulting in Florida.”
