About the Author

Mr. Goolsarran has been involved in government financial management for over 25 years. He is the former Auditor General of Guyana where he played a leading role in the restoration of public accountability after decades of neglect and deterioration. He was also a Senior Associate Lecturer at the University of Guyana for several years. Mr. Goolsarran currently holds the position of Executive Secretary to the United Nations Board of Auditors and the Panel of External Auditors, and served as Chief Resident Auditor of the UN peacekeeping missions in Sierra Leone and Liberia.

Mr. Goolsarran is a Fellow of the Chartered Certified Accountants (UK) and holds an MBA from University of Strathclyde and a Doctorate in Business Administration from the Robert Kennedy College. He also had specialized training on corruption issues at the University of Passau. He is a former US Government Accountability Office Fellow and has specialised training in performance auditing, and fraud and forensic auditing.
