David Gavin Receives Award of Excellence from the IJIS Institute
Ashburn, VA, August 21, 2010 --(PR.com)-- The IJIS Institute, a nonprofit organization that focuses on mission-critical information sharing for justice, public safety, and homeland security announces David Gavin, a veteran of 33 years at the Texas Department of Public Safety (TX-DPS), as the winner of its 2010 Robert P. Shumate National Public Safety and Justice Contributor to Excellence Award.
The award was presented to David Gavin, currently a Law Enforcement National Data Exchange (N-DEx) Outreach Consultant for the International Association of Chiefs of Police (IACP), by Mike Lyons, president of the IJIS Institute Board of Directors, during the National Forum on Criminal Justice and Public Safety in Ft. Myers, Florida, on August 3, 2010.
“We selected Mr. Gavin as the recipient of the 2010 Robert P. Shumate National Public Safety and Justice Contributor to Excellence Award because of his many contributions to the field of justice, public safety, and information sharing,” stated Lyons.
Prior to working at IACP, Mr. Gavin worked for the TX-DPS, mostly as assistant chief, Administration Division, in charge of the Texas Crime Information Center, Criminal History Repository, Automated Fingerprint Information System (AFIS), Sex Offender Registration and related programs.
In addition to his normal work duties at the TX-DPS, he served for several years as the chair of the Federal Bureau of Investigation’s (FBI) Advisory Policy Board (APB) Information Sharing Subcommittee. In this role, Gavin was one of the driving forces behind several initiatives including the adoption of national standards for information sharing. He has been a catalyst for securing the support of law enforcement organizations for national information sharing efforts including N-DEx. His ability to bring diverse interests to a consensus has made him a highly-regarded member of the law enforcement community.

Shumate National Public Safety and Justice Contributor to Excellence Award is presented annually by the IJIS Institute to the person from either industry or the public sector who has made the most valuable contribution to justice and public safety information sharing during the past year. Candidates for the award are nominated by IJIS Institute members and affiliates, and represent the highest level of conviction to public safety information sharing.
