About Jay Minkarah: Jay Minkarah, currently serving as Economic Development Director for the City of Manchester, has worked in planning and economic development in southern New Hampshire for over twenty years. Prior to coming to Manchester in 2007, he served as Economic Development Director for the City of Nashua, Community Development Director for the Town of Merrimack and as a planner for the Nashua Regional Planning Commission. Before coming to New Hampshire, Mr. Minkarah also worked in planning and economic development in southwestern Ohio and northern Kentucky. He received a Bachelor of Urban Planning from the University of Cincinnati in 1986 and a Juris Doctor from Franklin Pierce Law Center (now University of New Hampshire School of Law) in Concord, NH in 1994. Mr. Minkarah is an active member of the New Hampshire Bar, serves on the board of the Capital Region Development Council and the New Hampshire Rail Transit Authority.
