Fast-Start Project Management for the Contingency and Stability Operations Environment is a comprehensive introductory 4-day course for project managers. For more experienced PMs the firm now offers Project Management on the Edge; Advanced Concepts for Austere Environments which is an intensive 3-day program covering more advanced project management concepts such as calculating Earned Value Management (EVM).
"PM training has been a grown by leaps and bounds over the past decade but until now no one has specialized in preparing project managers and helping them tackle issues which are unique to the contingency and stability operations environment,” said Phil Dwyer, PMP®, Partner and Director of Training.
Many U.S. Government agencies including the Department of State, Department of Defense and Department of Homeland Security have recently begun to highlight the need for the rigor of formal project management both within their own ranks as well as among their prime and sub contractors. “We’ve seen a marked increase over the past year in the number of job and contract specifications from our government clients who now specifically request formal project management credentials and certifications,” said Jake Allen, Partner and Director in SCN’s Resourcing and Staffing practice.
Over the past decade the two wars in Iraq and Afghanistan have put increased strain on the capacity of the military to deliver projects on-time and on-budget. The same can also be said for the reconstruction efforts which are lead, in large part, by USAID the State Department’s international development arm. “The move to outsource much of the non-combat activity in the past decade has resulted in thousands of projects which are being executed by private contractors. In theory, these services can be executed better, faster and cheaper by private contractors. That is only true if the projects and the programs they roll up to are executed efficiently,” says Dwyer.
Developed based largely on the feedback from a wide range of field project and program managers the 2 new courses from SCN Resources Group cover both common project management challenges as well as those challenges that are unique to operating in austere environments, conflict zones and regions of weakened rule of law and governance. “We are not downplaying the contribution that some of the more traditional project management courses can make. In most cases the fundamentals of project management are the same. But, our research indicates a clear need to address additional project variables. Whether that be deficiencies in infrastructure, geographic mobility restrictions, access to project sites, poor communications, safety issues, cultural concerns or the vetting of team members, these are just a few of the issues that field based project managers have to deal with over and above the normal project constraints,” said Dwyer.
