CRA, Inc. Appoints Robert Stephan Executive Vice President
Brings 30 Years of Defense and Homeland Security Experience
Alexandria, VA, January 08, 2012 --(PR.com)-- CRA, Inc., a leading provider of homeland security consulting services to government and private-sector clients, announced the appointment of Mr. Robert (Bob) Stephan as Executive Vice President.

Following a 24-year career in the U.S. Air Force, where he held a variety of key operational and command positions in the Joint Special Operations community, Mr. Stephan joined the newly created White House Office of Homeland Security as Director for Domestic Protection Planning and led a post-September 11, 2001, national vulnerability assessment as a handpicked member of the Vice President’s National Preparedness Task Force. In this position, he also developed and coordinated national-level strategies and supporting plans for critical infrastructure protection and aviation security, including the President’s Strategy for Critical Infrastructure and Key Asset Protection.
Mr. Stephan joined the newly established U.S. Department of Homeland Security in March 2003 as Special Assistant to the Secretary. In this capacity, he led the formation of the Headquarters Integration Staff and helped align plans and operations across the Department’s major operating components. He also led a comprehensive Federal, State, local, and private-sector effort to develop the National Incident Management System and National Response Plan. He directed the Interagency Incident Management Group, integrating the capacities of 45 Federal departments and agencies in response to domestic threats and incidents in an all-hazards context.
Later, as the Assistant Secretary for Infrastructure Protection at DHS, Mr. Stephan led the development and implementation of the National Infrastructure Protection Plan, and was responsible for a national effort to identify, prioritize, and protect critical infrastructure and key resources (CI/KR) and assess risk across 18 individual CI/KR sectors. Most recently, Mr. Stephan held the position of Managing Director at Dutko Global Risk Management, where he provided a wide range of professional consulting services to organizations such as the Office of the Assistant Secretary of Defense for Homeland Defense, U.S. Army Corps of Engineers, and the Federal Emergency Management Agency. His clients also included various State and local government agencies and private-sector corporations.

Mr. Stephan is a graduate of the USAF Academy, where he obtained a bachelor’s degree in political science. As an Olmsted scholar, he earned a Master of Arts in International Relations from the University of Belgrano (Buenos Aires, Argentina), and holds a master’s degree in international public policy from The Johns Hopkins University.
