About Andrew E. Zuckerman
Andrew Zuckerman, the Director, Employee Plans Rulings and Agreement has had extensive and varied tax administration, technical, and legislative experience within the IRS and in the private sector. As the Director, Employee Plans Rulings and Agreements, Andrew is responsible for all qualified retirement plans rulings and guidance in both field and headquarters environments. Prior to this position, Andrew held numerous other IRS positions. Andrew also worked in the private sector as an attorney and a consultant for over 19 years in law, accounting, and actuarial consulting firms specializing in tax, ERISA, employee benefits, executive compensation and employment tax law. While in private practice Andrew assisted with the management of the Washington, DC office of a major actuarial firm and coordinated the national employee benefits practice of a major accounting firm.
Mr. Zuckerman has served on the Editorial Board of Taxation for Accountants. He has also served on the U.S. Chamber of Commerce Employee Benefits Committee, the American Benefits Council’s Retirement Savings Committee and was a member of the National Tax Advisory Board of Practitioners Publishing Company. He has been a frequent speaker and has authored and co-authored numerous articles about employee benefit and qualified retirement plans.
Mr. Zuckerman holds a J.D. degree from Cumberland School of Law of Samford University, Birmingham, Alabama, and a Bachelor of Science Degree in Education from the State University of New York College at Cortland.
