When a person is finally clean, God can then pour in "new wine" into the new vessel (a person/not a book). He does not pour new wine into old wineskins. Biblical/scriptural studies of how to receive the Holy Spirit give little information about the anointed vessel/heart who asked the Holy Spirit to enter the life of another believer. While a formulation of scriptural text is beneficial toward "study", it is the application and understanding of God's word in the life of a believer that can transmit the power of God directly into another person's life. He holds seven related medical certifications and is an instructor in Jacksonville, Florida.
