Commissioner Walter Bell, NAIC President & Alabama’s Chief Insurance Regulator to Speak at KC’s “NASD Rule 2821 Amendment No. 4” Event on August 2007

New York, NY, July 28, 2007 --(PR.com)-- The Knowledge Congress, the leading producer of regulatory focused teleconferences has announced today that Commissioner Walter A. Bell, President of the National Association of Insurance Commissioner (NAIC), and Alabama’s Chief Insurance Regulator will speak at the Knowledge Congress’ upcoming teleconference entitled: “NASD Rule 2821 Amendment No.4: Best Practices Explored.” This 2-hour event is scheduled on August 2, 2007, Thursday at 1:00 PM EST. In March 2007, the NASD filed Amendment No. 4 to the proposed NASD Rule 2821 which prescribes sweeping changes in sales practices and supervisory requirements for dealings in deferred variable annuities. The new rule poses a number of changes specifically designed to ensure compliance that includes specific governing recommendations and training requirements.

The Knowledge Congress has assembled a panel of distinguished experts who will share their insights on the legal implications of these policies to the organizations most impacted by them. The panel will present their findings in this two-hour live teleconference.

About Commissioner Walter A. Bell

Walter A. Bell was named Alabama’s chief insurance regulator in January 2003. He is also President of the National Association of Insurance Commissioners, having been installed in December 2006.

Prior to becoming an insurance regulator, Commissioner Bell had a 20-years-plus career in financial services. After serving as a banker in his native Mobile, Commissioner Bell joined The MONY Group as a financial professional in 1983. He served as National Director for Emerging Markets before being named the company Vice President for Diversity Marketing.

Commissioner Bell is a director of EnergySouth, Inc., and Gulf Federal Bank. He is also a limited partner in the Mobile BayBears Baseball Team, an affiliate of the San Diego Padres franchise. He is a trustee of Spring Hill College, of which he is a graduate. He is also a trustee of the Mobile Arts & Sports Association and the Boys and Girls Clubs of America. He has served as president of numerous charitable and civic endeavors in both Mobile and New York, and has been honored in both cities for his civic leadership.

Commissioner Bell is married to the former Loresa Carlton. They have two children. The Bells are members of the Big Zion AME Zion Church in Mobile. Commissioner Bell enjoys golf, traveling and collecting sports memorabilia.
