ASM Confirms GeMS Software Will Support Dual Running During SADH Implementation by UK Customs

HM Revenue and Customs (HMRC) has advised that SADH will be implemented on October 1, 2007 and it will allow dual running of both old and new type Customs declarations until midnight on the 20th January 2008.

London, United Kingdom, August 14, 2007 --(PR.com)-- HM Revenue and Customs (HMRC) has advised that SADH will be implemented on 1st October 2007 and it will allow dual running of both old and new type Customs declarations until midnight on the 20th January 2008.

Following this announcement, Agency Sector Management - the UK's leading supplier of freight forwardingsolutions - has confirmed that its GeMS software will permit both types of declarations to be sent during the planned dual running period.

By allowing both types of declarations to be sent during this dual running period, GeMS will allow its users to familiarise themselves with the new forms and requirements before they become mandatory.

ASM also plans to offer SAD Harmonisation training seminars prior to and during the dual running period. Dates and venues will be advised shortly.

Peter MacSwiney, chairman of ASM comments: "By adopting this approach, HMRC is giving communities time to migrate to the new system, become accustomed to the new software and familiarised with the new procedures; as well as ensuring that staff have been properly trained.

"Having both systems available is a far more pragmatic approach compared to the prospect of a cutover to a new system overnight which could have led to a complete collapse of freight movements into and out of the country."

The new harmonised SAD (SADH) is an EU initiative that is being implemented as a precursor to allowing declaration data to be passed between Member State's computer systems. It includes numerous new data elements and codes and item-level manifest information, all of which could involve more manpower to input the required information.

Other EU initiatives will be following 'hot on the heels' of SADH. These will introduce new EU-wide controls, including both Export and Import Control Systems (ECS and ICS) that will add significant complexity and involve either completely new systems or major enhancements of the existing ones. These enhancements will also require summary declarations to be provided (for safety and security purposes) in addition to current customs declarations, well in advance of goods entering or leaving the EU.
