For more than 30 years, he has represented clients in a wide variety of proceedings, including litigation matters, before the Federal Communications Commission (FCC), the Department of Energy (DOE), state utility commissions and federal courts. As part of his practice, he also has served as special telecommunications counsel to several large municipalities and has testified before several Congressional committees on various issues. Russell’s professional experience includes serving as CEO and acting chief legal officer of the Competitive Telecommunications Association, which is the largest association representing competitive facilities-based carriers, providers using unbundled network elements, global integrated communications companies, and their supplier partners.
Previously, Russell served as chairman of the Maryland Public Service Commission. During his tenure, the commission was renowned for its pro-competitive policies in telecommunications, gas and electricity matters. Russell participated in a number of key decisions, including the Telecommunications Act arbitration proceedings, various rate cases and the electric industry restructuring.
