Lithuania Achieves Dramatic Application Turnaround Improvements Using Theory of Constraints

Nerius Jasinavičius, a high profile Lithuanian business consultant presents how the government of Lithuania has been transformed by Theory of Constraints. The initial pilot project reduced the processing time for the guarantee fund from 388 days to 63 days. Mr. Jasinavičius also announced a Pan European conference planned for late 2013 to disseminate this knowledge across the European Union.

Bad Nauheim, Germany, June 05, 2013 --(PR.com)-- At the opening keynote address Nerius Jasinavičius presented his quest to making theory of constraints the main way for managing the country of Lithuania. The goal of Lithuania is to increase the GDP from 1.434 GDP per capita to 10.900 GDP per capita. This goal is a 664% increase over a 17 year period but still is significantly less than the GDP per capita for Ireland (36,537 in 2011) or EU-15 (29,100 in 2011).

In 2009-2010 the theory of constraints was applied to the Guarantee Fund application process in Lithuania. The result was a dramatic lead time reduction from 388 days for the applicant to receive payments to 63 days. Theory of constraints education was then expanded to training for 200 healthcare managers and 2,500 teachers. Several conferences have supported the spread of theory of constraints within Lithuania. The TOCICO will organize the European Public Sector Effectiveness Conference on October 24, 2013 to disseminate the knowledge across all EU governments since Lithuania will hold the Presidency of the Council of the European Union in the second half of 2013. Christoph Lenhartz, Chairman of the board for TOCICO said “the TOICO is proud to support Lithuania in the dissemination of TOC across the EU.” The focus will be on the appropriate measures to drive real change in the country.

Nerius Jasinavičius said “We all agree about impact the measurements have on people’s behavior. Bill Gates in his latest annual letter said that he has been struck by how important measurement is to improving the human condition. Therefore the first step is to implement global measurements on country level. And judge politicians on their impact on those measurements. Then increase in effectiveness in public sector becomes ‘the must’.”
