Stephen E Macke to Speak at TETRA World Congress in New York

Stephen will be speaking at the TETRA World Congress, http://tetracongressamericas.com/, addressing the technology acquisition process that was utilized during the Cobb EMC project. Cobb EMC decided to deploy a four site TETRA multi cast network designed with portable Talkback capabilities.

McDonough, GA, August 21, 2013 --(PR.com)-- This is not only the first TETRA technology deployment in America, as well as, making use of 25 kHz channels that were acquired by auctioning of the Part 22 channels by the FCC. The 900 MHz spectrum that, Cobb EMC had originally could not cost effectively serve their operating territory in a portable system.

The technology sourcing process that Stephen developed while at the Georgia Tech Research Institute is vendor agnostic. The sourcing process creates an even playing field due to the use of industry standards and best practices. The discovery phase is vital to identifying end user needs. The responders to a Request for Quote requires that the needs will be met using standards based technology that can be achievable and measurable using best practices.

During the needs analysis it is not uncommon to discover that the spectrum needs must be addressed first. Often land mobile radio systems have not enough spectrum or the wrong spectrum. Stephen has used this same acquisition process that resulted in the first (pDMR) technology to be used for a public safety network in Christian County Kentucky. Like Cobb EMC the first order of business was to find enough spectrum to make the network viable.

The stakeholder team took ownership of the process. The user groups were well represented during the technology review and vendor selection. Stephen builds a value matrix that he keeps the during the grading process and shares with the stakeholder after all of the quotes are read and the technology interviews are completed. This empirical process eliminates vendor bias. Stephen facilitates the process to clarify technical issues and to demystify vendor techno babble. Stephen has authored an RFP that provides clear instructions to the vendor community.
