Governor Cuomo Initiative Includes Community Choice Aggregation for New York State

Governor Andrew M. Cuomo announced on December 12 his support of Community Choice Aggregation (CCA) of gas and electricity service by New York municipalities, as a platform for “deployment of renewable generation, energy efficiency programs, home energy management, and other distributed energy resources.” Cuomo’s office issued a press release announcing the Governor’s strategy for energy begun after the devastation of Hurricane Sandy in 2012, which includes “milestone steps” taken in New York State’s comprehensive “Reforming the Energy Vision” (REV) strategy to spur clean energy innovation and investment, improve customer choice and value, and protect the environment.
Local Power Inc. (localpower.com), based in the San Francisco Bay Area, has been a participant in New York regulators’ discussion of Community Choice Aggregation and its REV proceeding, and drafted a statewide CCA bill for New York in 2014 on behalf of Citizens for Local Power, based in Ulster County, New York. Local Power Inc. founder and President Paul Fenn drafted the nation’s first CCA bill back in 1994 as well as California’s CCA law adopted in 2002. As a company Local Power is exclusively focused on CCA policy, program design and implementation, such as consulting with newly formed CCAs in Sonoma County, San Francisco, and other California municipalities.
“We view Governor Cuomo’s announcement as major news for Community Choice, because CCA is finally being understood by a Governor for the unique potential it has to amplify leverage for the localization of energy supply through renewable distributed generation and demand technologies integrated locationally,” said Paul Fenn. “We could not be more pleased with the Cuomo administration as well as NY Public Service Commission President Audrey Zibelman, who together are making some real innovation possible in New York in a nationally important, trend-setting way.”
The release further stated that the actions announced “will put into motion five new reforms enabling further growth of the local clean energy industry and modernizing how the utility sector operates—critical efforts expected to bring new jobs to the state” including Community Choice Aggregation and other policies to leverage direct and widespread development of more resilient local renewable power generation, energy efficiency, and important new resources like onsite storage, automation and microgrids. “These steps will help provide New Yorkers with clean, more affordable and reliable energy while also strengthening New York’s energy grid,” Governor Cuomo said. “We are investing in a sustainable, local energy future, which will help the energy industry produce more clean power and move New York’s economy forward.”
Cuomo’s statement on CCA as a platform for localized, renewable and more resilient energy systems was made in terms of both the palpable economic benefits to the vast majority of small consumers, and also the ability to deploy decentralized, customer-owned renewable energy technologies at scale. Finally, the press release states that “(p)articipating municipalities could negotiate with energy services providers to contract for the community’s energy supply. These contracts may offer attractive and stable prices as well as other public benefits. CCA programs will support the deployment of renewable generation, energy efficiency programs, home energy management, and other distributed energy resources.”
