Round-Table Discussion in the State Duma of Russia
The round-table discussion on the topic “Legislative and regulatory support of interdepartmental interaction in the transport industry: state, problems and opportunities” took place in the State Duma of Russia.
Moscow, Russia, March 28, 2015 --(PR.com)-- The event was organized by the Coordinating Council for foreign freight traffic optimization under the State Duma Committee for transport and the Logistics Committee of the CCI in Russia.
Miroslav Zolotarev the Head of ACEX Alliance participated in the round-table discussion together with other representatives of the Logistics Committee of the CCI: Oleg Dunaev, the Committee chairman, and the representatives of the Transport Ministry of Russia and the Business Community.
Mikhail Bryachak the first deputy chairman of the State Duma Committee for transport mentioned that imperfection of current legislative and regulatory framework is the main factor which distinctly decreases the efficiency of transport industry. Nevertheless, he reminded that Russia had successful experience in scale transport projects realization. For example, it is management of multimodal cargo and passenger traffic at all stages of preparation and conduction of the winter Olympic games-2014 in Sochi.
Oleg Dunaev focused on the problem of adoption of the Federal law on “Direct multimodal (combined) transportations” which had already been prepared by the Transport Ministry of Russia but had not been introduced into the State Duma of Russia yet. He thinks that this document will promote efficient cooperation of different means of transport by means of “one-stop-shop service” and navigation system GLONASS. As a result this will lead to considerable decrease in logistics costs and enhancement of native transport industry in terms of transit potential of the country.
Svetlana Vorontsova, the first vice-president for the group of companies “Transport integration”, underlined that Russia takes low positions on the international logistics market but it has high transit potential in terms of international transportations. The volume of transit cargo in Russia is equal to 1 bln. tons. Significant part of this cargo goes through sea ports. Time which takes for vessel handling procedure in the Russian ports is much more than in the foreign ports because of significant paperwork and absence of state mechanism of “one-stop-shop service.” Svetlana Vorontsova thinks that it is necessary to make alterations in the legislation, start to develop technical system of the “one-stop-shop service” and define the authority which will be responsible for implementation of the project “one-stop-shop service.”
Vladimir Korostylev, the Head of working group under the Transport Committee of the State Duma, explained that in the Russian ports for the vessel handling procedure it is necessary to provide from 44 to 77 documents for the controlling bodies whereas in the foreign ports only 7 documents.
Alexander Boreiko, the General director of “Intellectual transport technologies,” told how the project “Logistics transport center in Sochi” had been implemented. Alexander Boreiko thinks that independent noncommercial organization could become one of acceptable forms of controlling body for the “one-stop-shop service.”
Vladimir Klimov, CEO of the Association “GLONASS/GNSS-Forum,” dwelled on the problem of regulatory support of navigation system in the transport industry of Russia. He considers that it is high time to develop “Navigation code” which should provide unified legal regulation.
At the end of the “round-table discussion” the participants prepared the project with recommendations for the Government of the Russian Federation and Transport Ministry of Russia.
