HNTB Announces Addition of Three Transportation Professionals in South and Central Texas
Providing solutions to infrastructure needs in the region fuels office growth in Austin and San Antonio.
Austin, TX, June 04, 2015 --(PR.com)-- HNTB Corporation has added three new professionals to its multidisciplinary infrastructure team in the firm’s South and Central Texas offices. Joining HNTB are Stephen Novosad, senior project manager; David Huter, PE, senior project manager; and Mark Hoffa, senior toll project manager and advisor.

Stephen Novosad has joined the firm as a senior project manager for HNTB’s Intelligent Transportation Systems practice. He will support various pursuits and project activities in Texas, providing ITS system, software, and connected vehicle and autonomous vehicle expertise. He also will be part of the firm’s national ITS practice, supporting pursuits and projects nationwide.
Novosad has more than 30 years of industry experience, utilizing software and system engineering best practices to implement systems including real-time device control, database management and inter-process communication. Additionally, Novosad is involved in multiple facets of the intelligent transportation system industry, including advanced traffic management and advanced traveler information systems and, most recently, connected and autonomous vehicles. He will be located in the firm’s San Antonio office.
Novosad earned a Bachelor of Science in computer science from Texas A&M University.
David Huter, PE, has returned to HNTB after working in the Texas Department of Transportation’s Project Management Office for two years. He has more than 15 years of design and management experience on a variety of projects in Texas, including public-private partnership procurement, program and project management, and hydrology and hydraulics.
Huter currently serves as quality manager on the Mobility 35 general engineering consultant team in Austin, responsible for development, implementation and auditing of quality processes to ensure quality work is being delivered by the GEC and its consultant partners.
Huter earned a Master of Business Administration from the University of Texas at Austin and a Bachelor of Science in civil engineering from the Missouri University of Science and Technology, formerly known as University of Missouri – Rolla.
Mark Hoffa is a toll professional with expertise in systems and operations for tolling customer service centers, back-offices and all-electronic tolling facilities, including managed lanes. He has more than 22 years of experience in project management and execution in the industry.
At HNTB, Hoffa serves as a senior toll project manager and advisor, supporting HNTB’s toll-related work in Texas. His responsibilities include providing program management, planning and operations support to toll clients; supporting toll system and technology evaluations; and developing policies and program initiatives through market research and policy assessment.
Prior to rejoining HNTB, Hoffa most recently served as a senior project manager for another consulting firm, working with the Strategic Projects Division of the Texas Department of Transportation.
Hoffa earned a bachelor’s degree in electrical engineering from the Stevens Institute of Technology.
