About James Harper Jr.
Mr. Harper has almost 40 years experience in the government acquisition/contracting field. He is the Director of the Office of Acquisition Management at the Federal Transit Administration. This national government agency provides financial and technical assistance to local public transportation systems. He is responsible for procurement operations, placement and administration of all prime and related contracts in support of national and international programs of the FTA. Mr. Harper reviews third party contracts in support of the FTA grant program. He also develops procurement and third party contract review policies, procedures and standards. In addition, he is the subject matter expert for the 5 Transit Procurement Courses taught through the National Transit Institute, Rutgers University. He has published 3 textbooks and is affiliated with the American Legion, NCMA, MOAA, AFA, NAACP, Alpha Phi Alpha Fraternity, Inc., and the VFW. Mr. Harper obtained a M.A. in Business Administration and Management from Central Michigan University in 1985. In his spare time he enjoys bowling, music and sports.
