To expand regulations affecting the export of items subjected to the Export Administration Regulations (EAR), the Directorate of Defense Trade Controls (DDTC) has proposed a regulation that would remodel the licensing exemptions under 22 CFR §126.4. Under the proposal, the licensing exemptions will be revised and expanded to permit permanent exports and temporary imports made to or on behalf of an agency of the U.S. Government without the need to obtain a license.
