EU Regulations Address Ecodesign and Labeling for Local Space Heaters
Energy labeling and ecodesign requirements have been stipulated in EU commission regulations 2015/1186 (labeling) and 2015/1188 and 2015/1185 (ecodesign).

On 21 July 2015, the European Union announced Commission Delegated Regulation (EU) No. 2015/1186, supplementing Directive 2010/30/EU of the European Parliament and of the Council, with regard to energy labeling of local space heaters, as well as Commission Regulations (EU) No. 2015/1188 and (EU) No. 2015/1185, implementing Directive 2009/125/EC of the European Parliament and of the Council, with regard to ecodesign requirements for solid fuel local space heaters.
Energy Labeling and Product Information
Commission Delegated Regulation (EU) No. 2015/1186 supplementing Directive 2010/30/EU establishes requirements for the energy labeling of, and the provision of supplementary product information on, local space heaters with a nominal heat output of 50 kW or less. It also specifies the responsibilities of suppliers and dealers, as well as the measurement and calculation methods to define energy efficiency classes.
Ecodesign for Domestic and Commercial Local Space Heaters
Commission Regulation (EU) No. 2015/1188 establishes ecodesign requirements for domestic local space heaters with a nominal heat output of 50 kW or less, and commercial local space heaters with a nominal heat output of 120 kW or less of the total product or of a single segment of the product.
Commission Regulation (EU) No. 2015/1185, implementing Directive 2009/125/EC, establishes ecodesign requirements for solid fuel local space heaters with a nominal heat output of 50 kW or less.
These two regulations specify ecodesign requirements and the timetable, the conformity assessment, the verification procedure for market surveillance purposes, indicative benchmarks and transitional provisions.
Deadlines for Compliance
Commission Regulation (EU) No. 2015 /1186 of 24 April 2015 shall entered into force on the twentieth day following that of its publication in the Official Journal of the European Union (21 July 2015). It shall apply from 1 January 2018 for non-flueless local space heaters using solid fuels or those open to chimney heaters using solid fuels. However, some requirements shall apply from 1 April 2018. Further, this regulation shall apply from 1 January 2022 for flueless heaters using solid fuels and those open to chimney heaters using solid fuels. However, some requirements shall apply from 1 April 2022.
Commission Regulation (EU) No. 2015 /1188 of 28 April 2015 and (EU) No. 2015 /1185 of 24 April 2015 shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union (21 July 2015).
These regulations affect local space heaters with a nominal heat output of 50 kW or less. In addition, products must comply with this regulation before it enters into force.
