Phillips was sworn in as a member of the State Bar of Texas on Monday, May 9, 2016, at the Panola County Courthouse by Carthage Judge Bobby Phillips.
A graduate from the University of Texas at Tyler, Phillips holds a Bachelor of Arts in Political Science, and was awarded the Bill Archer Fellowship in Washington D.C., where he worked for the American Council of Young Political Leaders. After graduating from UT Tyler, Phillips attended the South Texas College of Law where he graduated December 2015.
