Bloomington, CA Makes a Run For City-hood. Is this going to be Death to the Small Town or can the People Prevail

San Bernardino, CA, February 15, 2006 --(PR.com)-- Death of a small town. Far from it. The people of Bloomington California are tired of being ignored by the County of San Bernardino. They have been bullied and underserved for many years. The Bloomington Incorporation Commission has just completed a preliminary study which shows Bloomington established in 1888, last of the original Justice Court communities, has the potential to become a city.

WHY:     SAVE BLOOMINGTON a small town with a special agricultural overlay designated by the state, in the heart of the Inland Empire.

A study was funded by the people, and put together by the community that shows BLOOMINGTON CAN AFFORD CITY-HOOD. This effort is done by the People for the People a project Eric Davenport, Ginger Elliot and their group, Bloomington Incorporation Commision, have been working on for over a year. Freedom from the County’s redevelopment plan and annexations from Fontana and Rialto.

“Bloomington needs to be a city. The People are already maintaining many of the services the County should provide, the People want a rural community not a cookie cutter environment” states Virginia Geil, BIC member.
Tired of promises and unspent governmental funding, annexation requests from neighboring cities who have been given the Sphere of Influence over Bloomington the Incorporation Commission has petitioned LAFCO (Local Agency Formation Commission) to be removed from the city of Fontana and Rialtos Sphere.

“The city of Rialto charges Bloomington 3 times the normal rate for sewer, higher than most anywhere in the State. These cities provide services that the people of Bloomington are charged an extra and sometime extreme rate for. Over 78 percent low income hispanic residents are led to believe this is to be discriminatory and aimed at the residents who have no say as it is the governing body letting such injustices happen,” states Ginger Elliot.

Armed with pages of numbers and documentation the bic will take on LAFCO this Wednesday in an unprecedented battle. The last incorporation was highland over 12 years ago requiring 3 attempts to do so. Bloomington’s time is unfortunately running out as both cities are applying to annex major portions of the small town.

Many question whether Bloomington can get a fair and unbiased hearing where representatives from areas they want to be removed on are allowed to sit on the very board they must address for removal of sphere.  A conflict of interest one might say.
