This empowerment contracting-program certification was awarded after a rigorous review process and, upon award, provides federal contracting assistance and set-aside opportunities for qualified small businesses located within distressed historically underutilized business zones. The certification program was enacted into law as part of the Small Business Reauthorization Act of 1997.
