Mr. Jarrell is the City Engineer for the City of Kinston in North Carolina, which provides services to the City. He reviews all plans for the city’s utility plants and is responsible for designing projects and writing reports. Mr. Jarrell also trains new hires. Mr. Jarrell was instrumental in developing, and acquiring funding of $42 million for Kinston’s Wastewater plant which went online in 2006. He is affiliated with the N.C.A.W.W.A. and the W.E.A.
Born on April 12, 1950 in Baltimore, Maryland, Mr. Jarrell obtained a B.S. in Agricultural Engineering from the Arkansas State University in 1982 and is a Registered Civil Engineer. In his spare time he enjoys playing guitar and singing in the church choir. He has been to Guayaquil, Equador on two occasions for mission work.
