With the goal of shifting the health care system from fee-for-service to value-based care, the Centers for Medicare & Medicaid Services (CMS) completely overhauled the Medicare Shared Savings Program (MSSP) in its Pathways to Success rulemaking in December 2018. The new MSSP rule addresses many of healthcare's cost, quality and population health challenges and makes important changes for accountable care organizations (ACOs) participating in the evolving Quality Payment Program (QPP) created by the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA).
