Born in Cebu City in the Philippines, Fay obtained a B.S. in Zoology in 1991 and a M.S. in Environmental Studies in 1997 from the University of the Philippines Los Banos (UPLB). She later earned her B.S.N. at Fairleigh Dickinson University in 2009. She was honored as the Most Outstanding Alumni from the University of the Philippines in 2001. In her spare time Fay enjoys swimming and scuba diving.
Fay lovingly dedicates this recognition to her loving parents, Dr. Samuel T. Mancebo and Dr. Jesusa F. Mancebo who have loved her unconditionally and inspired and supported her all the way to achieve her dreams.
