Hinds, a 2000 graduate of the University of Maine at Orono, went on the receive a Master degree in Public Administration from the University of Maine in 2002. Previously he was Director of Human Resources for Elmhurst, Inc, in Bath, Maine and completed one term as an At-Large City Councilor for the City of Bath, ME (Dec. 2004 – November 2007).
