She served as a legal intern with the North Carolina Department of Labor and the North Carolina Clean Water Management Trust Fund and is a member of the North Carolina State Bar, North Carolina Bar Association and Wake County Bar Association. Luebke earned her bachelor’s degree in business administration in accounting from Emory University in 1983. A native of Connecticut, she currently resides in Raleigh.
