Downs received his undergraduate degree from Southern Illinois University and his Doctor of Dental Medicine from Southern Illinois University School of Dental Medicine.

While in dental school, Downs received a Special Care Dentistry Student Award for excellence in and commitment to the area of dentistry for persons with disabilities.

Downs has furthered his training in the general practice residency program at The Max Pohle Dental Clinic at Meriter Hospital, receiving additional experience in comprehensive dental care and specialty care.

He is a member of the American Academy of Cosmetic Dentistry, Special Care Dentistry Association and the American Dental Association.
